For payment status, sellers should always verify the funds are in the PayPal account & never rely on email notifications or the My eBay section. Email notifications can be faked. If you are a seller & receive an email that states you must provide a tracking number before the funds will be released, you need to check your PayPal account by logging into another window and check the PayPal site. How do I update my account information?

If you are adding a new email address or changing your existing email address, do not delete the old email address even if you will not have access to it. This is in case you do not change over all the running auctions to have the new email address in the Sell Your Item form or forget when using the Sell Similar or Relist option when listing & the old email address is there still. Make the new email address the primary address. You can have up to 8 email addresses on file with your PayPal account.

I can't remember my password for the PayPal site, what can I do?

Go to PayPal.com & click on the 'Forgot Your Password' link & follow the steps.

Why am I being asked to enroll in the Expanded Use Program?

PayPal requires some members to enroll in the Expanded Use Program to ensure the member is the true owner of the card. There is a $1.95 USD fee for the program. When PayPal charges the fee to the card, there is a 4 digit number that the member needs to give PayPal. If the member has online access to the credit card statement, they will be able to access the 4 digit number in 3-4 business days. The transaction will look like this on the statement: xxxxPAYPAL--*EXPUSE (xxxxxxxxxx). If the member doesn't have access to the statement online they will have to wait for the statement from their credit card company via mail. The Expanded Use Program cannot be expedited to receive the Expanded Use Number faster.

Once you have the Expanded Use Number you can log into your PayPal account and enter it like this:

1. Log in to your account at https://www.paypal.com/
2. Click the "Profile" tab.
3. Click the "Credit Cards" link in the Financial Information column.
4. Click the "Complete Expanded Use Enrollment" button.
5. Enter the 4-digit Expanded Use Number in the box provided. If there is more than one credit card listed, you must choose the credit card by using the pull-down menu.
6. Click "Submit."

Why do I keep getting the message "Transaction canceled: This function is temporarily unavailable. Please try your payment again later by returning to eBay and clicking the My eBay button." when trying to pay for an item?

The Pay Now button in the closed auction or an email can be glitchy. You can pay directly from the PayPal site like this:

Click on the 'Send Money' tab
Click on the 'Pay for eBay items' subtab
Find the auction, follow the steps

If you do not have your eBay ID name registered to your PayPal account you will not find auctions in the above section, to add your eBay ID name and password click on the Profile subtab then on the Auctions link.

If you encounter an error message when trying to pay using the Pay for eBay items subtab you will have to pay this way.

Select 'eBay Item' for the payment type & follow the steps

You will need the sellers email address that they use for their PayPal account, you should email the seller to be sure you have the correct address before paying.

If you are having problems paying from the Pay Now button and also use the PayPal Security Key, there are times when its the Key causing the problem for log in.

When you get to the log in section of PayPal, put in your email address and in the password box put in the password then add the Security Key code right after the password without spaces to see if it works. You can log in like this at anytime as well.

If putting the code number in after the password does not work and the Pay for eBay items subtab does not work, you will have to Deactivate the Key from your Profile section and pay using the Pay Now button then reactivate the Key. This glitch doesn't happen very often but I wanted to post the workaround just in case. :)

I'm trying to pay for an item & the credit card option is no longer there, what's wrong?

It could be several things.

1 - If you have recently added & verified a bank account, the payment will be defaulted to come from the bank account unless you click on 'More Options' & select a credit/debit card to pay. Here is a screen shot of where the 'More Options' link is in the payment flow.

2 - Make sure you don't have a PayPal account balance, you cannot use a credit/debit card to pay if you have funds in your account unless your using the PayPal Plus Credit Card, you need to send the money to your bank account by clicking on the 'Withdraw' subtab, giving you a -0- balance then you can pay using the credit/debit card.

3 - For some transactions PayPal limits the Funding Choices, this can mean they do not allow a credit/debit card to be used & in some cases they may limit the use of an eCheck as well, this has nothing to do with the seller, PayPal uses risk model systems to detect certain transactions. 4 - Your card on file with PayPal has expired, PayPal does not automatically update expiration dates, it has to be done manually by the member. To check your card's date, log into your PayPal account and click on the Profile subtab then on the Credit/Debit Card link.

Why don't I have the Instant Transfer option any longer when paying?

See #4 above, you need a credit/debit card on file for this option, if the card is expired the option is not available anymore.

What is a Confirmed Address?

From the PayPal site:

"A confirmed address is an address that has been reviewed by PayPal and found to be safe based on information related to the address. For example, a credit card billing address is confirmed because PayPal can check that the address is the same as the address on file at the credit card company."

Typically, only members in the US, UK and Canada can have Confirmed Addresses.

I don't have a credit card, how can I get a Confirmed Address?

Members can use the Alternate Address Confirmation process.

From the PayPal Help section -

Alternate Address Confirmation is a way for U.S. PayPal members to confirm their address without adding a credit card to their PayPal account. To qualify, you must :

1. Be a Verified PayPal member.
2. Have been a PayPal member for more than 90 days.
3. Have a Buyer Reputation number of more than 10.
4. Be a U.S. member in good standing.

If you qualify for Alternate Address Confirmation, you must provide several documents to PayPal:

* A valid photo ID (preferably with the correct address printed on the ID).
* A proof of address (recent utility bill), phone bill, paycheck stub, or business card that shows the address that is being used in the alternate confirmation process.

Why am I being asked to add a bank account to my account?

PayPal requires member to become Verified by adding & confirming a bank account after the member has reached their "Sending Limit" to further identify themselves. To check your Sending Limit, you can log into your PayPal account & click on the "View Limits" link in the Overview section. If you are not comfortable giving PayPal your banking information, you can open a free checking account & use that to become verified, then continue using your credit card to make payments instead of the bank account. After becoming Verified the payments will default to come out of the bank account UNLESS you click on 'More Options" like here:

PayPal Shipping Labels

PayPal shipping allows you to purchase postage from the USPS or UPS online. You purchase the label, print it & attach it to the package then drop off the package to the carrier or arrange for pickup service. When purchasing online postage from the USPS, you can pay using your PayPal balance, an instant transfer from your bank account or with your credit card. For UPS online postage, you can pay using your PayPal balance or using your UPS account number, you need to setup your Shipping Preferences to select the method you want to use when paying, it's in the Profile section of your PayPal account.

You can use adhesive labels or plain white paper. If you are using plain white paper, you can tape along the edges & over the address area. You should do tape over the bar code but you can tape over the eDC number in case the bar code gets wet then the carrier can still hand type in the eDC number. You can also use a glue stick or spray adhesive like Super 77 from 3M.

Do not mistake this new policy for the scamming buyers who send a fake email to the seller saying its from eBay or PayPal & the seller needs to provide a tracking number before the funds are released to the seller. If your payment is on hold you will see the payment in your PayPal account and that its on hold.
